Since CACSR operates as an internal academic division and not a separate legal entity, all global engagements, exchange programs, and cross-border research initiatives follow a highly regulated protocol.

• Execution: Utilizing hybrid or digital infrastructures (cacsr.in) to bypass logistical bottlenecks, facilitating global knowledge dissemination while keeping operational costs low.

B. Global Field Documentation & Comparative Research

• Operational Blueprint: Conceptualizing comparative research frameworks where indigenous traditions, material culture, and oral histories of India (with a focus on regions like Banswara, Rajasthan) are studied alongside global indigenous cultures.

1. No Independent Signing Authority: CACSR does not possess the legal right to independently execute any contract, memorandum of understanding (MoU), or institutional agreement with a foreign entity.

2. The Board Resolution Mandate: Any proposed collaboration framework must be submitted to the Board of Directors of the Shivagra Kalamanch Foundation. The agreement is legally valid only after a formal Board Resolution is officially passed and signed by the authorized directors of the Section 8 company.

3. Intellectual Property Rights (IPR) Safeguards: All MoUs must explicitly contain a clause protecting India's traditional knowledge systems. Primary field data, audio-visual documentation archives, and regional art mappings gathered in India remain the exclusive or non-exclusive property of the Shivagra Kalamanch Foundation, prohibiting unauthorized external commercial exploitation.

3. Financial & Regulatory Compliance (Vitt)

International academic operations attract high scrutiny regarding cross-border fund flows. CACSR enforces a rigid accountability structure:

• The Isolated Cost-Center Pathway: CACSR cannot maintain an independent or foreign currency bank account. Any financial resource, collaborative grant, or registration fee originating from an international source must land directly in the primary, audited bank account of the Shivagra Kalamanch Foundation under a dedicated project cost-code.

• Statutory Regulatory Clearance: If an international collaboration involves incoming foreign funding, grants, or financial awards, the transaction cannot be executed unless the parent Foundation holds a valid FCRA (Foreign Contribution Regulation Act) registration or prior permission from the Ministry of Home Affairs, Govt. of India, alongside absolute compliance with the Foreign Exchange Management Act (FEMA).

• The Non-Profit Baseline: No portion of international project funds can be used to provide personal financial gain, bonuses, or profit distribution to any member, researcher, or honorary office bearer of CACSR. All allocations are strictly constrained to direct project-specific, audit-compliant expenses.

• Reporting & Evaluation: For any externally funded global project, preparing CA-certified Statements of Expenditure (SoE) and time-bound Utilization Certificates (UC) is a mandatory legal requirement overseen by the Foundation's primary accounting division.
